FUNCTION OF THE JOB:

Responsible for management of state and college funded Illinois Small Business Development Center housed at Sauk Valley Community College. This includes overseeing center staff and operations, managing grant funds and promoting the Illinois SBDC Program within the College’s district by advising and serving individuals and serving individuals, entrepreneurs, and small businesses in the community.

DUTIES AND RESPONSIBILITIES

Plan and direct programs and activities consistent with the goals and objectives of the Illinois Small Business Development Network. Work to develop additional funding sources for the SBDC and other economic development efforts of the College. Supervise SBDC personnel and provide direction to SBDC consultants. Work with local Board of Advisors and Stakeholder events that reflect the SBDC’s market sector focus. Provide effective leadership over the following SBDC functions in coordination with staff: management of operational budget; maintenance of reference library, database, private sector consultants for referral, client records and management information system, state and federal reports and assist in matching clients with potential investors. Establish linkages and working relationships that may provide additional resources to the SBDC and/or the College. Promote the SBDC and the needs of the small business community including creating a viable marketing plan to increase awareness of the center. Advise individuals, entrepreneurs, and small businesses in the areas of business startup, business strategy and management, business finance, business training/education, and government contracting. Provide referrals to other appropriate organizations as needed. Complete monthly time & effort reporting with supporting documentation for the entire SBDC center staff. Lead the marketing and advertising functions, in conjunction with SVCC’s marketing department, for the SBDC on all owned media including the SBDC Website, Newsletter, and Social Media. Develop promotional flyers, banners, and digital guides as needed. Develop, in coordination with the Executive Director of Donor Relations and Economic Development, annual and long term strategic and marketing plans. Lead and develop SBDC training programs, develop curriculum, select presenters, establish evaluation criteria, and analyze impact on participants. Assist in management of SBDC financial operations, including the use of Grantee Reporting System (GRS) and other SBDC related systems such as Neoserra and Ryver. Develop and manage the center budget, including the submission of budget modifications as needed. Assist in the production of the SBDC Center’s annual report. Complete 40 hours of required professional development and continuing education each year. Coordinate and cultivate relationships with stakeholders including resource partners, local chambers of commerce, professional associations, economic development groups, and elected officials. Develop in cooperation with the supervisor annual goals and objectives. Prepare and submit to the supervisor an annual report summarizing accomplishments of the previous year Serve as Administrator on Duty on a rotating basis (3% tort). Serve as a member of the Leadership Council. Assume all other reasonable professional duties and responsibilities as assigned by the supervisor.

ESSENTIAL FUNCTIONS:

  1. Must understand and support the mission of the community college.
  2. Must be able to communicate effectively by phone and email on a daily basis.
  3. Must be able to provide verbal/visual presentations to personnel, institution, local community areas, and Board of Trustees as required.
  4. Must be able to work with Microsoft Office products.
  5. Must be able to interpret rules, regulations, policies, and procedures.
  6. Must be able to work in a team environment.
  7. Weekly on-campus presence is mandatory 25% - 30% of the time, remote work can be scheduled as necessary.

PERSONAL INTERACTION:

Frequent contact is made with all levels of College personnel, the general public and outside organizations in relation to routine departmental services and duties in providing appropriate assistance and information as requested.

SUPERVISION EXERCISED:

Bachelor’s degree in business, economics, or relevant field required. Three to five years of experience with small business management or business consulting required. Master’s degree is preferred. Budget and program management experience, ability to master technical literature, and excellent communication skills are required.

TORT LIABILITY STATEMENT:

Coordinates the College Risk Management Program in a capacity appropriate to this position. This includes, but is not limited to, monitoring conditions, events and circumstances present through daily College operations, and communicating observations to the appropriate supervisor or taking necessary actions to correct, prevent or limit safety problems.
